从中华文化城的规划看，其规模之大、投入之多令人咂舌。其实这种一味追求数量上的多、大、全的文化发展模式在全国各地比比皆是。各种新建的民俗村、风俗园、影视文化城常常占地面积惊人，却倒尽了游人的胃口。
这种文化发展的理念是值得反思的，在某种意义上是反文化的。文化大发展不同于经济大发展，不是物质大繁荣、资金大投入、利润大回收。更何况片面追求发展速度、发展规模以及经济利润的粗放型发展方式，即使在经济领域也并不适合，对经济持久发展、社会和谐发展极为不利。我们对“发展”的概念一直有着根深蒂固的误解，似乎一提起发展就想起庞大的面积、惊人的数字、富丽堂皇的楼堂馆所。这种自杀式发展模式或许可以短时间内拉动GDP，但是其代价则是能源的浪费、环境的破坏、人际关系的异化，还极大地败坏了人们的内心生活，损害人的身体和精神健康，其弊端已经引起中央、知识界以及社会各界的高度重视和深刻反思。“和谐社会”、“科学发展观”“又好又快发展”等新的概念和命题的提出就是明证。我们一直把“发展”理解为一个量的概念，而实际上发展更是质的概念。
